<h2>The opportunity </h2>
The Pirbright Institute had been operating out of ageing, post-war buildings that no longer met the needs of a 21st-century science programme. Struggling to meet increasingly strict regulations, Pirbright, with funding from BBSRC UKRI, developed a business case that secured over £250 million to transform its campus in Surrey.
Since 2015, Lexica has played a strategic role in this transformation by providing project and programme management for this complex, multi-phase redevelopment. Key aspects of the programme include:<ul><li>£250 million in secured funding for redevelopment.</li><li>Over 25,000m² of new, specialised research facilities.</li><li>Facilities that meet some of the strictest regulatory standards in research.</li><li>A campus prepared to respond quickly to UK animal disease outbreaks.</li></ul>
When completed, the new campus will support cutting-edge research, encourage scientific collaboration, and improve research outcomes. <h2>Our approach</h2>
Lexica has been involved from the very beginning, managing everything from business cases to construction and occupancy. Our proactive approach ensures that all goals outlined in the business case are met.
To ensure the campus design created maximum value, Lexica used several planning tools, including “benefits mapping,” to identify how behaviours of designers, contractors, and suppliers aligned with project goals. This helped us maximise the value of each phase. Other steps we took included:
Gap analysis: Identified key risks in this complex programme, helping us focus on ways to reduce them.
Value engineering: Conducted exercises to optimise space and resources without compromising on quality or functionality.
Regular performance reviews: Helped Lexica identify and correct issues quickly, keeping each project on track.
Managing risk was another critical focus. We applied Quantitative Risk Analysis for schedule and cost, which allowed us to hold minimal risk contingencies. This approach freed up capital to accelerate future work or enhance individual facilities.<h2>Our impact</h2>
Beyond our programme management role, Lexica has led the development of the Brooksby Building, an £80 million, highly specialised facility for animal research. This facility will be key to Pirbright’s expanded research into emerging zoonotic diseases and will enhance its status as a World Reference Laboratory for critical diseases like foot-and-mouth disease and bluetongue.
Lexica has managed the project from initial planning and user brief development through to detailed design and site delivery. By fostering collaboration across teams, we’ve been able to focus on creating robust technical solutions and delivering both project goals and value for money. Key features of our work on this project include:<ul><li>£80 million investment in the Brooksby Building.</li><li>Enhanced research capabilities for zoonotic diseases.</li><li>Support for Pirbright’s status as a World Reference Laboratory for high-impact diseases. </li></ul>
