In 2004, the Trust began collaborating with the community, service users, and local stakeholders to reimagine the site. The goal was to build modern, sustainable mental health facilities that meet NHS standards. By January 2020, government approval was granted to proceed with the redevelopment of Springfield University Hospital.
The Trust formed a partnership with the Springfield and Tolworth Estates Partnership (STEP) as the main developer. Their vision is to create Springfield Village, a site offering high-quality inpatient services, a supportive environment for recovery, and outstanding staff support.<ul><li>Redevelopment plan approved: January 2020</li><li>Partnership: STEP appointed as master developer</li><li>Project aim: To build Springfield Village, with cutting-edge mental health facilities</li></ul>
The redevelopment will deliver:<ul><li>A state-of-the-art NHS mental health facility at the Tooting site, advancing new treatments, research, and care.</li><li>A community park, modern road network, and energy solutions.</li><li>Restored heritage buildings and new, quality housing.</li></ul>

<h3>Our approach</h3>
Lexica was selected to lead the Integrated Planning Delivery Team, guiding the project through every phase. Our team implemented a detailed plan to ensure smooth operations and steady progress. This included:<ul><li>An approved Mobilisation Plan.</li><li>Creation of five workstreams to focus on key areas: people readiness, culture change, clinical operations, clinical transformation, and IT.</li><li>A robust programme management framework to monitor and adjust each workstream.</li><li>Coordinated timelines to align with both the construction plan and the Trust’s broader transformation goals.</li><li>Regular reports to the Transformation Portfolio and Oversight Board, Estates Modernisation Committee, and the Integrated Planning Delivery Team.</li></ul>

<h3>Our impact</h3>
The Covid-19 pandemic in spring 2020 disrupted resources as frontline demands increased. Planned transitions to flexible and remote working were accelerated. Training, IT equipment, and support were prioritised to keep the programme running despite the shift in work routines.
Although construction paused briefly, it resumed under government guidance. The project remained on schedule for delivering the non-forensic building, the first new construction in the programme. By July 2020, the EMP had successfully mobilised despite these challenges. A new EMP Director was appointed, and the Trust divided responsibilities between a Construction Director and an Integrated Programme Director.
Lexica’s initial three-month contract was extended twice, allowing us to deliver the project in September 2020.
