<h3>The opportunity </h3>
<p><a href="https://www.clf.stfc.ac.uk/Pages/EPAC-introduction-page.aspx" target="_blank" rel="noreferrer noopener">EPAC </a>is set to become an international centre for the development of a diverse range of disruptive imaging techniques, leading to new and innovative real-world applications across industrial, biological and defence and security environments. It will help researchers and industry better understand the composition of new materials and how they behave in different conditions.</p>
<p>The £82m centre is housed on the Harwell Science &amp; Innovation Campus, an internationally recognised campus hosting major research bodies, including the UK Atomic Energy Agency, Diamond Light Source and the Science and Technology Facilities Council’s (STFC) Rutherford Appleton Laboratory. The latter is a key component of UK Research &amp; Innovation (UKRI), which carries out research in science and engineering, and funds research in areas including particle physics, nuclear physics, space science and astronomy.<br /></p>

<p>We have worked on the project since 2018, when STFC appointed us to validate the previously approved design and proceed through RIBA Stages 3 and 4 and into second stage procurement.</p>
<p>We worked collaboratively with STFC’s chosen contractor to develop an advanced programme of works. This included re-routing of services to an adjacent telecommunications mast, foul drainage relocations, asbestos removal/demolition of an existing building and the construction of a sample panel to demonstrate the effectiveness of measures to control thermal cracking, cast in accessories and services quality control.</p>
<p>While providing dual project management services to STFC from a client and consultant perspective, we also acted as STFC’s cost advisor, working closely with the contractor to assure the design did not exceed cost limits.</p>
<p>Lexica provided strong leadership and clear communication throughout, both in the development of the technical design and the progression of the second stage procurement processes, mitigating programme pressures and establishing a framework to assure project delivery met business case objectives.</p><h3>Our impact </h3>
<p>Thanks to the positive relationships we developed pre-construction, our appointment was extended into the construction phase of the works, as NEC3 ECC Project Manager, Cost Manager and NEC Supervisor. Mid-contract, our role was again expanded to include the Engineering &amp; Technology (ETC) building, a sister facility to provide essential engineering services for EPAC.</p>
<p>The construction of both EPAC and ETC was completed to schedule in early 2022, and the buildings have been handed over to the Central Laser Facility (CLF) team at STFC Harwell to begin the complex installation of their new laser systems.</p>
