<h3>The opportunity</h3>

<p dir="ltr">This project aimed to go beyond just expanding and modernising Qatar’s healthcare facilities. Its goals included creating a sustainable healthcare system, reducing unnecessary hospital admissions through a robust outpatient care network, and integrating clinical research and education into a cohesive Academic Health System.<br /></p>
<h3>Our approach</h3>
<p dir="ltr">Lexica began working on clinical strategic planning in 2015. Our work focused on two main campuses: Hamad Bin Khalifa Medical City and Al Daayan. We conducted detailed capacity modelling to predict and meet patient demand up to 2030. This modelling formed the foundation for creating clinical and functional briefs and designing space layouts for all planned facilities.</p>
<p dir="ltr">We collaborated with architects and urban planners, providing strategic guidance to help shape the project’s overall vision. Our team advised on design requirements and supported the design teams for both locations. A key focus was evidence-based design, using proven solutions and international best practices to create a standard approach to hospital and departmental planning.</p>
<p dir="ltr">Lexica also offered procurement advisory services to HMC, helping explore options for a public-private partnership (PPP) to deliver a new tertiary hospital. <br /></p>

<h3><strong>Development Standards Framework (DSF)</strong></h3>
<p dir="ltr">HMC also appointed Lexica to develop the Design Standards Framework (DSF). The DSF provides essential guidelines and standards for HMC projects. It supports HMC’s vision of a sustainable, future-ready healthcare system. Available as an online resource, the DSF ensures clarity and consistency across all HMC projects.</p>
<p dir="ltr">Lexica conducted extensive international research and worked closely with HMC’s facility leads to shape the DSF. We led strategic planning efforts and organised stakeholder consultations to refine the framework. Our work included creating clinical guidelines, operational policies, and space requirements for both clinical and non-clinical services. In addition, we developed an innovative modular system for space planning.</p><h3><strong>Our impact</strong></h3>
<p dir="ltr">The DSF is now a live, web-based tool that gives users access to detailed facility planning information. Users can generate custom design briefs and access a wealth of planning resources in a structured, easy-to-update format.<br /></p>
