Lexica was brought on to support several key aspects of this project:<ul><li>Developed a care model with input from HIOW Collaborative clinical staff</li><li>Created a space plan addressing clinical and functional needs</li><li>Produced a detailed accommodation schedule</li><li>Worked with the design team to assess layout options</li><li>Conducted demand and capacity modelling based on theatre and admission data</li><li>Prepared a five-case business case, addressing strategic, clinical, operational, and patient needs</li><li>Ensured consistent communication with stakeholders to keep everyone informed</li></ul>
To handle the project’s complexity and tight timeline, a Programme Management Office (PMO) was also established to oversee the business case process and support the construction phase. <h3>Our approach</h3>
Lexica’s PMO team began by providing high-level project management, including:<ul><li>Forming business case workstreams</li><li>Creating a master programme with tasks for each workstream</li><li>Identifying and addressing risks within the business case and programme</li><li>Developing an implementation plan to map interdependencies between workstreams</li></ul>
Initially, Lexica worked on a joint solution involving an orthopaedic outpatients project. However, these projects were later separated into distinct refurbishment and new build solutions, each with its own funding and governance structure.
 <h3>Our impact</h3>
Lexica played a vital role in bringing together stakeholders across the HIOW Collaborative. This ensured the project met local needs and addressed regional capacity requirements. A detailed economic and financial assessment of the Elective Hub was conducted, and the business case followed best practices from HM Treasury Blue and Green Book standards. It also complied with NHS England's Capital Investment guidance. With Lexica’s support, the business case received approval from the Joint Overview &amp; Scrutiny Committee in June 2023.
Further PMO support included:<ul><li>Established a governance framework for the programme</li><li>Set up efficient project working practices</li><li>Developed standardised reporting templates for project updates</li><li>Created a risk management framework, producing regular Board risk reports</li><li>Maintained the strategic programme in alignment with contractor and NHS milestones</li><li>Oversaw programme deliverables and progress tracking</li><li>Managed NHSE submissions and responded to inquiries promptly</li><li>Led workshops to review progress, assess risks, and identify improvements</li><li>Maintained coordination with the P22 contractor to ensure the project remained on track</li></ul>
